I was inspired to write this screenplay very recently (over the past day or two) after learning about those acts. The secrecy that shrouded these acts is very worrying . I have based it on Hetalia because... well, I was inspired to ... but also it takes the dark edge off a very serious subject.
Please do not take offence from this choice.

Alfred F. Jones (the personification of America) is the protagonist.
Arthur Kirkland (the personification of England) is the deuteragonist.
The antagonist is, of course, the threat of those bills!
Alfred is on a mission to educate the world about the impending doom from these acts. But, as we know, there seems to be more than meets the eye from these documents... Can his friends, the other personifications of Nations, do anything to help?

I have written this to industry standards (somewhat, normally it would go through more redrafts) as a writer's script not a shooting script.
[There's a difference between the two formats.
A writer's script is the very first cog in the machine. The screenwriter will write the raw document to tell the story of the plot in an economic way to attract the director and production team to produce it.
A shooting script is created once the initial script has gone beyond the screenwriter to the production team and director who will deal with the technical jargon. This is usually way out of the original screenwriter's hands at this point.]

This is FANFICTION so don't take everything to heart . It's supposed to be a bit light-hearted. Hetalia fans will get a lot of the references to the manga/anime. All of the characters are based on Hidekaz Himaruya's portrayal of the personified countries.

I apologise for any inconsistencies with the screenplay. I may have overlooked a couple of things during my re-drafts. It's by no means a polished script; in the real world screenplays will go through tons of re-drafts even after it is passed to the director. Fun fact!
Oh, and if you spot any inaccuracies with my facts (aside from the fact this is fiction and I know that the personifications of Nations don't necessarily represent ALL opinions of their people ) please let me know!
